Vietnam covertly released the transcript of talks between the Philippine President
Rodrigo Duterte and the United States' Donald Trump sheds light on an often
overlooked cyber actor in the region. The recent disclosure suggests Vietnam is
becoming a disruptive regional force in cyberspace.
