In August 2016, the Swiss Federal Council adopted a new report concerning Switzerland’s security policy. Its fifth version since 1973 focuses on a solid, detailed assessment of the situation. However, the report only offers a limited guideline to achieving a strategic development of the vital political instruments. The essential conceptual innovation consists of an expanded definition of defence. The introduction of the terms “independence – cooperation – engagement” contributes only little to the elaboration of Switzerland’s future strategic priorities.
