This edition addresses the challenge of climate change in Russia. Firstly, Oleg Anisimov outlines how climate change is having distinct impacts on different regions of Russia, but that regional adaptation policies have yet to be developed. Secondly, Anna Korppoo and Anton Orlov suggest that one important measure to reduce Russia’s greenhouse gas emissions would be the implementation of more efficient pricing for energy on the domestic market. Thirdly, Alexey Kokorin notes that the Paris Agreement is exerting a positive influence on Russia’s climate policy, but progress is slow due to the resistance of high-carbon businesses and complications in figuring out how to account for forest CO2 absorption and large methane emissions in the natural gas sector.
