This paper examines 1) China’s maritime strategy in the Western Pacific, with a particular emphasis on its military construction projects in the South China Sea, and 2) the timid and ineffectual responses to these moves by the US and its allies. The text’s author ultimately concludes that Washington and its partners need to develop a coherent strategy that will blunt Beijing’s expansionism and explains how that might be done.
