This paper explores the changing economic relationship between the US and the EU, highlighting challenges and opportunities. The author shows that although mutual trans-Atlantic investment has increased, developments in genetic engineering and information technologies highlight differing attitudes toward innovation and emphasize contrasting views on roles for the market and for government. The paper emphasizes the importance of regulatory structures and that economic shifts require increased civil society involvement. It concludes that efforts to refocus the trans-Atlantic economic dialogue will not succeed unless they also resolve outstanding trans-Atlantic trade disputes and integrate civil society representatives into the policy dialogue.
