This paper describes the origins, aims and activities of the Energy Charter, a process of inter-governmental cooperation on energy issues in Europe and the Asia-Pacific region. The author focuses on how the Energy Charter strengthens security of energy supplies for its member states through the creation of new international law rules on energy transit flows. The paper concludes with a discussion of the Energy Charter’s relevance for the US, which is not a member of the organization.
