This working paper is based on a swisspeace study prepared in 2003 for the Center for International Security Policy of the Swiss Federal Department of Foreign Affairs. The study shows that terrorism is not a new phenomenon but has been around for a very long time in its variations. The authors describe so-called global terrorism as a symptom of local and regional conflicts. They conclude that the sustainable prevention of terrorism requires civilian peacebuilding and targeted conflict management. Paper also available in German.
