This policy paper reviews the prospects for closer US-European cooperation relating to the broader Middle East. The authors maintain that on many of the critical issues, both sides' goals are substantially similar. However, there are serious differences of opinion both as to where the responsibility lies for the various current deadlocks and as to the means to achieve mutual goals. Thus, the US and Europe are encouraged to focus on practical, limited steps aimed at advancing their common ends with regard to Iran, Iraq, Israel-Palestine, Saudi Arabia, Northern Africa and the war on terrorism. The report ends with a set of specific policy recommendations for both sides.
