This report assesses the progress of the Proliferation Security Initiative (PSI) of 2003, addresses key challenges the initiative faces and offers suggestions on what can be done to increase its scope and effectiveness. The author broaches subjects such as international efforts against the proliferation of weapons of mass destruction (WMD), the approach to state-sponsored terrorism and disregard for the non-proliferation treaty (NPT) by some of its signatories. The report concludes that the PSI can be accepted globally and become a viable non-proliferation mechanism backed by law enforcement and multinational military action only if it resonates as an international initiative, as opposed to an exclusively US-driven policy.
