This report reviews the impact of economic sanctions. It features ambassador Stuart Eizenstat's analysis of his personal experience with the Iran-Libya Sanctions Act (ILSA) of 1996, which aimed at discouraging third-country companies from investing in Iran or Libya. The author concludes that sanctions offer a mixed bag of beneficial and damaging results to policymakers. He argues that sanctions cannot act as a stand-alone policy, and must not be misunderstood as an end in themselves, but rather as a means to an end.
