This paper assesses the first year of China's People's Liberation Army-Navy's (PLA-N) deployment to the Gulf of Aden, which is its premier overseas mission. It focuses on China's adaptation to international maritime cooperation as a process of learning from the bottom-up through operational cooperation. The author argues that China's maritime strategies are evolving incrementally towards greater convergence with US and Japanese approaches to maritime order driven by an interactive process of Chinas domestic debates with rapidly changing facts on the ground.
