This paper focuses on German counter insurgency (COIN) operations in Afghanistan and evaluates the requirements for their success and the limitations of German security policy. The author includes a brief analysis of the foundations of insurgency, before concluding that the success of such operations depends heavily on the role of and the actions taken by German political elites.
