The forms taken by the war in Chechnya are, due to their political implications, cause for deep-seated concern that extends well beyond the limited geographic area of the small Caucasian republic. Although tactical considerations have led the Russian authorities to defer the question of separatism, giving priority to the terrorist threat, it has always remained in the background.
