This book uses legal foundations as a base for examining order and security in the community of states. Grotius wrote this volume while the Thirty Years’ War raged around him in the hope that rational human beings might be able to agree to legal limits on war’s destruction. Its content owed much to Spanish theologians of the previous century, particularly Francisco de Vitoria and Francisco Suarez, working in the Catholic tradition of natural law.
