This paper examines the response of external actors to the Arab Spring, particularly the United States and the European Union. The authors argue that the Arab Spring, whatever its final outcome, has shown the weaknesses of the West’s stability-first policy toward the region, notably that the stability it fostered was illusory since its authoritarian foundation was unsustainable.
