This paper argues that the Syrian civil war has pitted external actors against each other in ways that no other Arab uprising has done before. While the United States and the European Union stand squarely against the Syrian regime, Russia continues to defend it for three reasons – Moscow’s historical relations with Damascus, its traditional opposition to a US presence in the Middle East, and a surge of domestic opposition within Russia.
