This paper explains how the international engagement that led to the Mozambican General Peace Accord successfully resolved the country's civil conflict. The author explains that the process was one of the first cases in which an agreement increased the complementarities between simple peacekeeping and peacebuilding priorities. Third party mediation coupling power diplomacy with confidence building facilitation proved to be successful. The author contends that power diplomacy supported confidence building, ensuring that the political arrangements in the Accord were sustained through political and economic incentives, and coordinated institutional and financial support.
