This report examines a variety of issues in international terrorism. In the first section, the authors assess terrorists as an opposing armed force and discuss how such an understanding might impact the strategies chosen to confront them. A second group of articles addresses the question of future terrorist weapons, particularly how developments in the private sector affect terrorists' options. Finally, the third section considers those targets terrorists are likely to strike and whether different homeland security efforts have made them safer.
