This report summarizes the observations and recommendations of a special task force established by the Atlantic Council of the United States and the Ukrainian Razumkov Centre to examine foreign policy, national security and interagency coordination between the two countries. The authors outline the challenges faced by Ukraine as it moves toward greater integration into the Euro-Atlantic security architecture. They also examine the goals and weaknesses of an inter-agency system of cooperation and provide concrete recommendations on how this can be improved.
