Maritime security faces many problems – piracy and armed robbery, terrorism, illicit trafficking by sea, etc. Indeed, these challenges keep evolving because they represent an interconnected and unpredictable mix of traditional warfare, irregular violence and organized crime. In grappling with these problems, this study provides needed principles of maritime security, to include conducting appropriate threat analyses; it stresses the importance of “Maritime Domain Awareness” and the operational requirements associated with it; and it deliberately shapes its insights for the benefit of three types of decision makers - political, military and business.
