Asia’s and Europe’s interest in the Arctic is growing. China, Japan, South Korea and Singapore together with India and the European Union are applying for an observer status. This paper suggests that a new agreement on “Search & Rescue” in the Arctic offers a unique opportunity for Europe and Asia to participate in the implementation process.
