This paper looks at previous post-conflict elections in Sierra Leone and Nepal in order to identify what made them peaceful ones, and therefore effective. After outlining the risks associated with these types of elections, the working paper specifies what made them work -- an effective electoral administration, the inclusion of key stakeholders in decisions that affected key electoral institutions, and the firm support of the international community.
