This paper looks at the problems associated with state-building in Georgia, Armenia and Azerbaijan. It argues that, in the post-Soviet era, all three nations opted for a ‘strong state’ model of governance which privileged security over democracy and the rule of law. The EU, the paper continues, has supposedly tried to displace this authoritarian model with a more ‘European’ one, but what it has actually done is accommodate itself to the old ways.
