This article argues that the use of Confidence Building Measures (CBMs) can be an effective tool for preparing and deepening peace negotiations and mediation. At the same time, it also warns that the usefulness of CBMs is often overestimated and that this calls for a careful consideration of their limitations and application. The authors contend that a common misunderstanding sees CBMs as only relevant in the military field, and that this is a narrow view which stems from the historical role that CBMs played in the Cold War.
