In the past decades, the European Union and its member states have developed a comprehensive set of rules and structures for a genuine European Common Foreign and Security Policy (CFSP). According to the author, the EU has tested the tools of this policy by and large successfully. However, implementation of the European Security Strategy (ESS) remains a work in progress and heavily depends on cooperation with international partners. The author suggests that Northeast Asia is an especially attractive partner in this regard and he examines challenges and possibilities for cooperation and partnership related to CFSP matters with the EU.
