To meet the security challenges that lay ahead, this paper argues that Asian and European countries should collectivize their capabilities, and thereby make them more comprehensive. In practical terms, that means further integrating the political, military, economic, humanitarian, law enforcement and intelligence tools they have available to prevent conflicts and manage crises. The paper honestly admits, however, that making all these changes will require a change in mindsets, organizations, technologies and much more.
