This paper discusses the possibilities for United States, Russia, and NATO cooperation on missile defense. The author discusses the need to counter missile proliferation and argues that cooperative regional missile defense would reduce the cost and enhance the effectiveness of response. The author concludes by talking about the opportunity that the US, Europe and Russia have to develop universal missile defense sensor data.
