This paper looks at the issue of conventional arms control in Europe and its impact on security cooperation between European countries and Russia. The author argues that European arms control could serve as a tool for collaboration with Russia, the United States, as well as smaller NATO allies and regional partners on security issues. She concludes that addressing this issue will require a broader approach to security concerns in and around Europe, while providing for the particular security interests of key sub-regions within Europe.
