This publication focuses on the assistance and policy of the US and the EU toward the Arab countries in transition. It argues that despite clear convergence between the United States and the EU in values and professed objectives in the Arab transitioning countries, they have not been able to leverage their joint weight and influence. The authors conclude by underlining the relevance of US-EU cooperation on this issue and provide some recommendations to the US and EU on how to proceed.
