This study looks at the future of European defense cooperation. The authors argue that cuts in EU member states' defense budgets make it impossible to maintain adequate military capabilities at the national level, and only a greater European integration of the national armed forces can keep them effective and efficient. After examining the military, institutional, technological and industrial challenges to European defense cooperation, they put forward some solutions.
