This paper argues that the EU's offer of comprehensive free trade agreements which exclude the possibility of a parallel economic integration are a major reason for the slow progress in the EU Eastern Partnership (EaP) program. The author contends that the EU should be more pragmatic when formulating its Eastern Partnership policy and pay more attention to the importance of Russia and Eastern economic integration for its Eastern partners.
