This brief discusses some of the challenges facing Libya as it draws up a new constitution. The authors examine the political and security context in which the constitution is being drafted, who is involved in its creation and the key policy areas which it will address. They believe that as the constitution will be the new Libya’s guiding document, it is critical that the drafting process is carried out with transparency, inclusivity, and patience.
