This publication provides an overview and assessment of Russia's military capabilities and compares it to those of NATO. The author argues that Russia had undertaken plans to reform and upgrade its conventional military capabilities, but that the country's financial situation and potential sanctions following its intervention in Crimea mean that it is questionable if it can complete these plans. Thus, he suggests that Russia cannot match the conventional capabilities of NATO and that it can only maintain its strategic balance with the Alliance through the preservation of its strategic nuclear forces and other weapon systems.
