NATO’s 'framework nations' concept advocates building integrated military capabilities within the Alliance. But in practical terms, what does that mean? According to this brief, it means 1) enhancing collective defense, with Germany and Poland as the lead nations; 2) creating an expeditionary crisis management capability, with France and the United Kingdom acting as the leads; and 3) improving the Alliance’s cooperative security skills, which should be shepherded by the United States.
