This paper focuses on the three parallel transitions that Myanmar is undergoing and how different international and local actors are involved in framing, guiding, and influencing them. (The transitions include changing from a military to a civilian government, evolving from armed conflict towards peace, and moving from a closed to a more open economy.) The effectiveness of these transitions, however, will partially depend on the roles played by international actors. To avoid doing more harm than good, they need to adopt a ‘light footprint’ approach that takes local interests more seriously than in the past.
