This brief looks at the current status of Fezzan, which is Libya's southwestern region, and concludes that its porous border, tribal tensions, and broken ties with central authorities are emblematic of the lack of governance that now exists in the country. The brief further contends that the deliberate exclusion of regional tribes and ethnic groups from the central government (what little there is of it) continues to breed distrust and independent action in Fezzan and beyond.
