Publication

This paper provides a set of policy recommendations for Ukraine's leadership on how they could decisively break with the country's authoritarian past and move towards an open, market-oriented society. In particular, it provides recommendations on the country's economy, energy sector, security, and public diplomacy. It also includes various scenarios on how Russia may further react to the ongoing conflict between the Ukrainian government and pro-Russian separatists in eastern Ukraine.
