This report reviews the problems Libya continues to face in establishing its security, revitalizing its economy, and transitioning to democratic governance. The root causes behind these problems are seemingly 1) Qaddafi-era policies, 2) the country's 'primordial' social and regional structures, 3) the absence of institutions such a national army or even civil society, and 4) the current Libyan authorities’ policy of appeasing opponents. The report ends by providing policy recommendations to the Libyan government and its international partners on how to ameliorate or reverse the above problems.
