This commentary discusses how online freedom of expression in Turkey has been affected by government Internet regulation between 2011 and 2014. The author argues that government measures - such as the 2011 proposal for 'voluntary filtering' of Turkish Internet Service Providers (ISPs) and a ban on Twitter prior to the country's March 2014 elections - make it safe to assume that mass online censorship and filtering as well as large scale surveillance is taking place in Turkey.
