This publication discusses the use of "lawfare" by terrorist organizations. According to the author terrorists are increasingly effective in using this particular form of asymmetric warfare in order to blur the line between legitimate counter-terror tactics and human rights violations. She concludes that the international community needs to forge a new normative consensus on terrorism and establish a global counter-terrorism regime to counter this emerging challenge.
