This article examines the implications of the agreement reached at the Alliance's 2014 Wales Summit that a large‐scale cyber‐attack on a member country could be considered an attack on the entire organization for Article 5 of NATO's Washington Treaty, which deals with collective defense. The author contends that this development, and others such as Russia's approach to the 2014 crisis in Ukraine, means that NATO should redefine Article Five so that it refers to all forms of hybrid warfare. Furthermore, he suggests that NATO should develop a centralized and comprehensive hybrid attack capability, one that would be able to conduct offensive cyber warfare operations.
