This paper discusses the effects the Arab Spring and Ukraine crisis have had on the EU's European Neighbourhood Policy (ENP). Its conclusions are that 1) the policy has failed, and 2) Brussels' next-step ENP has to be defined by existing 'facts on the ground'.
