This brief provides an overview of the opportunities and challenges of the European Union’s energy cooperation with North Africa. The authors point out that the EU’s bilateral and multilateral energy initiatives have been hindered by diverging interests between European countries and their North African counterparts and disrupted by the upheaval in the region unleashed by the Arab Spring. In this context, they argue, the EU should urgently rethink its energy cooperation models with the southern partners, seizing the opportunities engendered by the current moment of change in the region.
