This publication explores the increasing lawlessness in Eastern Libya. According to the author, Libya is no longer a functioning state but can best be described as a fractured web of small fiefdoms. If Libya’s government does not receive sufficient support, the country could soon become a springboard for jihadist expansion into Western Africa and Southern Europe.
