This paper focuses on the growing use of hybrid warfare by both state and non-state actors. Using the example of Russia’s intervention in Ukraine and the advances of the so-called Islamic State in Iraq and Syria, the author examines different models of hybrid warfare. He also examines possible future hybrid threats in Asia in light of China’s increasing assertiveness and the continuing instability on the Korean peninsula. He concludes that while hybrid warfare poses serious new challenges to states and international organizations such as NATO and the EU, it also creates new possibilities for multilateral collaboration.
