This paper 1) argues that power in the world has now been irrevocably diversified among a variety of state and non-state actors, and 2) provides recommendations on how the US should respond to this disruptive development. In the latter case, the paper's authors suggest that Washington should maintain the general aims it already has, but it needs to employ a different strategy to reach them.
