This paper overviews the key institutional dimensions of the EU’s foreign and security policies and the Union’s evolving role in the world. Among other issues, it synopsizes 1) the problems the European External Action Service (EEAS) has faced since its inception in 2009, as well as its achievements; 2) the evolving role of the EU’s High Representative for Foreign Affairs and Security Policy; and 3) the challenges facing the cooperative model for foreign and security policy-making in the EU.
