This paper addresses the European Commission's energy strategy for the EU and contends that its main priority should be to create an integrated gas market. An integrated market, argues the author, will help the EU deal with its key energy security risk: its dependence on Russian gas supplies. However, he also suggests that the EU should not forget about its other key areas of concern - such as climate change - and discusses how a single European gas market could also enable the EU to speed up its reduction of CO2 emissions.
