This publication focuses on the declaration of an Islamic Caliphate by the so-called Islamic State of Iraq and Syria (ISIS) and its impact. The author argues that the rapid emergence of localized Caliphates – in particular in the Maghreb, the Sahel, and Northern Nigeria – illustrates the resonance of ISIS’ message among other jihadist groups. He concludes that the United States and its allies should not underestimate the threat posed by ISIS and its commitment to consolidate a region-wide Islamic Caliphate.
