This paper discusses a June 2015 report by European Commission President Jean-Claude Junker, and the other EU presidents, on the future of the Economic and Monetary Union (EMU) in the EU. The author argues that while the report identifies the essential challenges facing the EU and acknowledges the need to deal with the problems that triggered Europe's financial crisis, the report missed an opportunity to send a clearer signal about what a stronger federalist approach to the EU could accomplish. He also suggests that the report does not take note of the time pressures facing EU reform and that it proposes very little in the way of creating instruments that the Union could use to tackle future economic crises.
